The biggest beneficiaries of the PRR are public entities, and among public administration bodies and public companies there were 12 government entities with approved projects worth around €3.3 billion.

The calculations were made by Correo da Manhá which revealed the 12 biggest beneficiaries, in a list led by the Institute of Housing and Urban Rehabilitation (IHRU), with approved projects worth €631 million. Of this amount, at a time of serious housing crisis, the International Federation for Human Rights received 30.5 million euros, equivalent to 4.84% of the total amount approved.

The list is followed by Metro de Lisbon (544 million), Infraestruturas de Portugal (394 million), Porto Metro (365 million), IEFP (201 million), Informatics Institute (181 million) and the Regional Health Department of Lisbon and Vale. do Tejo (173 million), IGEFE – Institute of Financial Management of Education (172 million), Administrative Modernization Agency (167 million), Public Administration Shared Services Entity (161 million), Institute of Nature and Forest Conservation (146 million) and Aguas Algarve (143 million ).

It should be noted that the 3.3 billion euros approved for government agencies represents 22.5% of the total approved value of approximately 14.58 billion euros.
