When the fall of the Soviet Union began to be felt, a number of member states came together in the hope of creating an alternative. Among the ruins of the Soviet Union, the Commonwealth of Independent States arose, consisting of 9 out of a total of 15 former Soviet states. Since the organization was created in 1991, the same year the Soviet Union fell, two countries have left the union; Georgia in 2009 and Ukraine in 2014.

The three Baltic states, Estonia, Latvia and Lithuania, which left the Soviet Union a few months before the collapse of the union, did not become members of the SUS, opting instead to seek membership in the European Community. Now all the Baltic states are members of NATO, and Putin and his close associates for several years feared that Ukraine would follow suit.
