According to the newspaper, there is no indication that anything criminal has happened, and investigators are now trying to find out what really happened.
Fishermen discovered the pontoon boat on Thursday.
Police Inspector Trevor Botting says the boat may have belonged outside the Caribbean, and that it may have been a different destination than that of the Turks and Caicos Islands.
The police are now trying to identify the dead.
