The rapporteur of the proposed new fiscal framework, Senator Omar Aziz (PSD-AM), approved the amendment introduced by Senator Renan Caleros (MDB-AL). In fact, spending on science, technology and innovation will be removed from the federal government’s spending limit.

Therefore, a cherished report was presented on Tuesday (20) in the Senate Committee on Economic Affairs (CAE). According to the arguments of the decision, the fields of science, technology and innovation are indispensable to the growth of the country.

According to the author of the amendment, if the expenditures are included with the regions in the expenditure limit, the measure will prevent the allocation of resources to the legal framework for science, technology and innovation, which will affect the projected goals. “Since the fiscal space allocated to these expenditures will be determined exclusively by the pace of expansion of the ceiling and the growth of mandatory expenditures, and not by the real needs of the country in the field of science and technology,” said Renan Caleros.

In addition to the change related to spending on science and technology, Omar Aziz’s report also removed Fundeb and the Constitutional Fund of the Federal District from the fiscal framework. If approved by the committee, the text will be submitted to the full Senate.
