So the EU will cut Russian oil imports by 90% by the end of 2022. Negotiating the agreement was difficult, but European leaders ended up giving the green light for the embargo. Outside the convention are Hungary, the Czech Republic and Slovakia.

The partial ban fell short of the goal set by the European Commission president. In early May, Ursula von der Leyen called for a complete oil embargo from Russia. The resistance of some countries did not allow it to reach this extent.

The agreement applies only to imports by sea and excludes Hungary, the Czech Republic and Slovakia – the countries most dependent on Russia that accept embargoes only under these terms. The three countries will be able to continue importing Russian oil without restrictions until they find alternatives.
